The goal is to build an economic system capable of addressing the region\u2019s challenges\u2014ranging from the housing crisis to job quality\u2014by placing the well-being of people and communities at the center.<\/p>\n<p class=\"\" data-start=\"1249\" data-end=\"1472\">This approach is inspired by the <em data-start=\"1282\" data-end=\"1327\">European Action Plan for the Social Economy<\/em> (2021), which provided a framework and a set of strategic measures to integrate the social economy into industrial policies and social rights.<\/p>\n<h4 data-start=\"1474\" data-end=\"1510\"><strong>The Seven Missions of the Plan<\/strong><\/h4>\n<p class=\"\" data-start=\"1512\" data-end=\"1603\">The Metropolitan Plan is structured into <strong data-start=\"1553\" data-end=\"1571\">seven missions<\/strong>, divided into two categories:<\/p>\n<ul data-start=\"1605\" data-end=\"2012\">\n<li class=\"\" data-start=\"1605\" data-end=\"1832\">\n<p class=\"\" data-start=\"1607\" data-end=\"1832\"><strong data-start=\"1607\" data-end=\"1628\">Thematic missions<\/strong>, focusing on key strategic issues for the region\u2019s future: <em data-start=\"1688\" data-end=\"1830\">collaborative and sustainable housing, job quality and meaning, community welfare and education, sustainable tourism, and local development.<\/em><\/p>\n<\/li>\n<li class=\"\" data-start=\"1833\" data-end=\"2012\">\n<p class=\"\" data-start=\"1835\" data-end=\"2012\"><strong data-start=\"1835\" data-end=\"1861\">Cross-cutting missions<\/strong>, aimed at strengthening social economy organizations through initiatives in <em data-start=\"1938\" data-end=\"2010\">public procurement, culture and knowledge, resources, and new finance.<\/em><\/p>\n<\/li>\n<\/ul>\n<p class=\"\" data-start=\"2014\" data-end=\"2242\">Each mission is structured into specific strategic directions and concrete actions, totaling more than <strong data-start=\"2117\" data-end=\"2152\">60 interconnected interventions<\/strong>. The model includes:<\/p>\n<ul data-start=\"2515\" data-end=\"3068\">\n<li class=\"\" data-start=\"2515\" data-end=\"2769\">\n<p class=\"\" data-start=\"2517\" data-end=\"2769\"><strong data-start=\"2517\" data-end=\"2548\">A Stable Steering Committee<\/strong>, composed of the Metropolitan City and Municipality of Bologna, the Emilia-Romagna Region, Unions of Municipalities, the Imola District, cooperative sector associations, the Third Sector Forum, foundations, and Volabo.<\/p>\n<\/li>\n<li class=\"\" data-start=\"2770\" data-end=\"3068\">\n<p class=\"\" data-start=\"2772\" data-end=\"3068\"><strong data-start=\"2772\" data-end=\"2800\">A Consultation Committee<\/strong>, including representatives from the business and commercial sectors, trade unions, the University of Bologna, the Church of Bologna, and ANCI. This body is responsible for guiding projects and funds to promote the social economy as a <strong data-start=\"3035\" data-end=\"3065\">driver of general interest<\/strong>.<\/p>\n<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<h4><strong>Focus: Collaborative and Sustainable Housing<\/strong><\/h4>\n<p class=\"\" data-start=\"3122\" data-end=\"3398\">One of the central themes of the Plan is <strong data-start=\"3163\" data-end=\"3204\">collaborative and sustainable housing<\/strong>, one of the most pressing challenges for the Bologna region. Housing is not just about the availability of homes\u2014it extends to <strong data-start=\"3332\" data-end=\"3395\">quality of life, services, and environmental sustainability<\/strong>.<\/p>\n<p class=\"\" data-start=\"3400\" data-end=\"3428\">The Plan\u2019s actions aim to:<\/p>\n<ul data-start=\"3430\" data-end=\"4396\">\n<li class=\"\" data-start=\"3430\" data-end=\"3579\">\n<p class=\"\" data-start=\"3432\" data-end=\"3579\"><strong data-start=\"3432\" data-end=\"3483\">Promote access to housing for vulnerable groups<\/strong> through collaborative and social housing models (e.g., <em data-start=\"3539\" data-end=\"3555\">senior housing<\/em> and <em data-start=\"3560\" data-end=\"3575\">housing first<\/em>).<\/p>\n<\/li>\n<li class=\"\" data-start=\"3580\" data-end=\"3692\">\n<p class=\"\" data-start=\"3582\" data-end=\"3692\"><strong data-start=\"3582\" data-end=\"3658\">Support those excluded from the current rental and homeownership markets<\/strong> through targeted interventions.<\/p>\n<\/li>\n<li class=\"\" data-start=\"3693\" data-end=\"3839\">\n<p class=\"\" data-start=\"3695\" data-end=\"3839\"><strong data-start=\"3695\" data-end=\"3756\">Encourage shared housing solutions and community services<\/strong> to address the housing crisis while fostering social connections and mutual aid.<\/p>\n<\/li>\n<li class=\"\" data-start=\"3840\" data-end=\"3996\">\n<p class=\"\" data-start=\"3842\" data-end=\"3996\"><strong data-start=\"3842\" data-end=\"3907\">Support the cooperation of residents and social organizations<\/strong> as a potential management model for new forms of collaborative and accessible housing.<\/p>\n<\/li>\n<li class=\"\" data-start=\"3997\" data-end=\"4396\">\n<p class=\"\" data-start=\"3999\" data-end=\"4396\"><strong data-start=\"3999\" data-end=\"4058\">Enhance the livability of areas at risk of depopulation<\/strong> through projects that ensure the continued presence of families by providing <strong data-start=\"4136\" data-end=\"4205\">local social services and access to high-quality public resources<\/strong>. Social economy organizations such as <strong data-start=\"4244\" data-end=\"4357\">community cooperatives, environmental protection associations, and social enterprises for sustainable tourism<\/strong> play a crucial role in this process.<\/p>\n<\/li>\n<\/ul>\n<h4><strong>A Different Kind of Competitiveness: The Economic Value of Sociality<\/strong><\/h4>\n<p class=\"\" data-start=\"4474\" data-end=\"4689\">As <strong data-start=\"4477\" data-end=\"4494\">Paolo Venturi<\/strong>, Director of AICCON, highlighted: <em data-start=\"4531\" data-end=\"4687\">&#8220;We need to overcome the historical divide between the economic and social spheres\u2014a notion that has weakened the link between efficiency and solidarity.&#8221;<\/em><\/p>\n<p class=\"\" data-start=\"4691\" data-end=\"5173\">Sociality is no longer just a factor of inclusion but a <strong data-start=\"4747\" data-end=\"4793\">key element of territorial competitiveness<\/strong>. The Bologna Plan proposes a <strong data-start=\"4823\" data-end=\"4852\">\u201cdifferently competitive\u201d<\/strong> vision, where collaboration between the public sector, private sector, and social economy generates value for all.
